It seems to me that there is a danger of exaggerating the importance of this election result. So far as I can tell, Zapatero is planning to maybe withdraw Spain's 1,300 troops from in June from Iraq if the UN doesn't ask that they stay.

Sounds like Spain is going unilateralist on us.
