I realize that this is diplomacy-speak, but I can't really imagine that the Haitians give a rat's butt about Chileno-American relations.
Orders from Chilean Commander-in-chief: zero casualties, both chilean and haitian (political costs would be high back here).
These guys were not hiding their butts, so that was quite a job, and a welcome difference from "trigger-happy grunts" (ahem) to those poor souls. They began to become recognized and cheered by the locals.
Maybe their brave and professional approach is somewhat needy in some Middle East occupied country?
