New Year's day (Farvardin 1, 1383) is this Saturday, right?

According to the Iran Chamber website, Norooz starts about 10:18 AM Tehran time.

Ok, I think I figured out the significance of the time-- help me out here, if I'm wrong.
Tehran is +3.5 hours from GMT.
The Spring Equinox is at:(GMT) March 20, 6:50:54 AM
This translates to March 20, 10:20 am. Tehran time

So, it looks like the New Year begins at the Sping Equinox, right?
