Oh yeah. That's exactly how I imagine it works. This one has a contact here and there. They're all 'networked' in this manner which is exactly why they are called a network in the first place.

It's just like the black market and selling drugs. This guy will know someone who can get this or that done, where this can be bought and so forth or put you in contact with someone who can.

That's exactly how I'm looking at it. I'd assume Al Qaeda has attempted to develop contacts with whatever terrorist groups in Europe it can--KLA, Red Brigades, neo-Nazis, ETA, IRA, etc.--which would not be at all hard to do because AQ has enough sympathy among other Muslim terrorist groups with long-standing contacts in Europe that they could easily tap into those groups' resources; plus AQ's own drug-dealing activities would give them access to various European criminal groups that regularly deal with terrorist groups; not to mention AQ has plenty of money to bribe people and plenty of political connections to meet the right people. Given all these potential variables I think it'd be very difficult to rule out the possibility of joint AQ/ETA involvement without a great deal of investigation. At this point in the investigation I'm open to either or both being involved.
