More likely he's making one.

We have a strong ally in the region Egypt to whom we supply several billion a year in military aid, to attack the unnamed little country to their NorthEast. That's from their training manuals.

And we have our dear friends, the Saudis.

BTW, both nations produce excellent pilots, they can his a skyscraper with their eyes closes.

Then we go and provide aid to a little country to Egypt's northeast, undoing the fine thing we're doing for Egypt, the Saudis, et al, our pals.

At least I think that's the point that's being made.
