Our enemies must know that the media will downplay any instances of destruction. None will dare call it "terrorism" unless it becomes obvious.
While I personally view today's events as markedly alarming, others may question why our ememies would use such unspectacular and low-intensity tactics.
The old strategy of "death from a thousand cuts" may be operational in at least some of today's reported destructive events. In such a case, staying under the national news media "radar" could serve to prolong the duration of the operation. Thus, the "cave of darkness" could connote an atypical lack of media attention.

None will dare call it "terrorism" unless it becomes obvious.Too many things going on at once with no explanation along with too much hatred toward us by radicals who live here among us. The jihadis have threatened us "in our own homes" and what better way for them to do it by small continuous events around where we live and work (psych-ops) for maximum effect. Fires are key in the jihadi picture posts. They may believe they can wear us down and take advantage in some way when opportunity presents itself (for instance all emergency personnel are called to the fire locations leaving another location open to them unchallenged. Just a thought.

It means small operations, which I interpret as close one road at a time, or burn one area at a time.

These tactics make sense to me. All of the Islamist have been called to participate in Jihad. Each person will do what they can.
If they don't cause death and destruction, they won't go to heaven.
