Thanks for the links. Now I see the connection to John Tower. Who held up John Tower's confirmation in the late 1980s

If I recall correctly, Chris Dodd was the only Dem to vote for confirmation, to pay back an old debt. Tower had voted against the successful Senate censure of Dodd's father back in about 1967.
