Does the ETA try to kill people, or do they mostly bomb to attack property and to scare people?

Israel Radio reports multiple terror attacks. Many casualties, dead and injured. People on their way to work. Some explosions at one Train station, explosion at another, and also at a quarter near by. Explosions happened at the same time. 5 explosions total. Reporter mentions the fact Spain does have soldiers in Iraq, so it may be connected. Doesn't seem like ETA.

They've been known to assassinate government officials in the past. Mostly mayors, although they killed a Spanish admiral a few years ago.

Does the ETA try to kill people, or do they mostly bomb to attack property and to scare people? Apparently, they're in the market for murder...I don't know the ETA's political ideals or anything, but no matter who you are, theres no good reason to terror bomb civilians.

Does the ETA try to kill people, or do they mostly bomb to attack property and to scare people? Does it matter?
