Rep. Graf's ID Law Passes in House; License Bill Passes Senate

State lawmakers moved on two fronts Monday to require identification - and only certain kinds - for certain government services and privileges.
On a 16-14 vote, the Senate approved SB 1232, which says Arizona cannot issue a driver's license to a new resident from another state unless that state demands proof of citizenship or legal residence. Arizona already requires such proof to get a first-time license here.
Separately, the House of Representatives voted 33-25 for HB 2443, a more far-reaching measure that limits the kind of documents that can be accepted by state and local agencies to deliver services.
That is generally defined as a document issued by an official agency that can be independently verified for its veracity. Left unsaid is what would not be accepted - specifically the identification cards issued by the Mexican consulate. Several communities are allowing those to be used to obtain library cards, utility services, etc.
This measure closely parallels an initiative drive that would deny state or local government services to anyone who cannot prove legal residency in this country.
Each measure now crosses the legislative courtyard for approval by the other chamber.

- Requires proof of citizenship when registering to vote.
- Requires proof of identity when voting.
- Requires proof of eligibility for non-federally mandated public benefits.

If only California's few remaining citizens could stop the conversion.
