He definitely did want to run for governor but that was before Campbell decided to step down. Some may remember that back in 1998 McInnis was making serious noise about challenging Campbell in the GOP primary (that was Campbell's first election after switching parties). According to inside sources, McInnis was talked out of making a run but he clearly coveted the Senate seat back in '98.
