I've only seen it used in the context of making fun of morons that blame "the Jews" for all sorts of things. That's the only context I'd ever use it in. And just did.
I see your point in that some might think that the term might be used by some people as interchangable for "Jews". I find that as repulsive as you seem to. So, I'll refrain from using it since people may take it wrong and the moderator made things clear.
