Personally, I don't think this is a valid point. Liberia is pandering? Maybe. But Haiti was an issue long before pandering to African-Americans was a political ploy. Haiti is at our front door and has been our problem--even if we don't know why or want it. One wonders why we don't annex the island as a commonwealth state/territory (Puerto Rico and Guam come to mind) or ask the UN for a temporary mandate to reorganize the country.
But I'm not in charge. At least last time I looked.
