That's the same line of reasoning used to sue US gun manufacturers for bad things done with their products. The Chinese have their own problems with Wahhabs. I don't think they would intentionally shoot their own feet.

US gun manufactuers are not directly supplying firearms to people with ill intentions, Norinco is. It's totally different.
