I think you underestimate the degree to which the Secret Service monitors routes beforehand. There are probably several guys with wires in their sleeves just outside of the camera frame. Our Presidents are isolated enough as it is, and there are times when mingling with the people is necessary and desirable. We can't remove all risk from our lives, or theirs.

Beyond vetting the area, again I ask:
Where did these pics come from? Did they make it to any wire service at all? Otherwise we're just celebrating our own pictures. The middle needs to see these. It's nice for us to see them, but that's not enough.

I know, I know....he's too genuine to be real....What's funny is--the Bushes really are the kind of people who would fit in at anybody's backyard BBQ and really enjoy being there. Dubya especially--he's "down to earth."

Yep, even the manhole covers are checked out enroute.

Bet the rent, this was more than likely completely unannounced and totally unscheduled, that way nothing leaks. There is a possiblility that some of his handlers up front scouting several miles ahead saw an opportunity, and made the suggestion and quick security plans were made, but I'd bet it was completely unannounced as the SS briefed the President early on, that the only way possible to mingle with the public would be to do so in this manner.
We can't remove all risk from our lives, or theirs.
No, but the SS does a pretty good job of eliminating *most* threats to the POTUS.
