Hate to be a wet blanket but "Don't Mess with Texas" is an anti-litter campaign. But hey, if it works for violent crime...
As to the 6 years, we used to be almost as bad as California as far as length of time on death row, but we've caught up in the last decade. Still, a few have been sitting on DR over 10 yrs. We'll catch up someday.
