What is the government doing in Santa Cruz that is so bad? I'm curious to know, I'm from DC.

For one thing, the biggest industry here is the government. And government workers here make about 30% more than workers for other counties. Plus the retirement is enormous. For all workers.

That's just one thing; there are thousands of examples. It would take writing a book. One of the biggies is the threat to private property.
