What is Jack Ryan's and Jim Oberweis' take in repealing federal income and payroll taxes?

Jack Ryan wants to repeal the capital gains tax. He's been endorsed by the Club for Growth as well as Jack Kemp.

1. Reduce the marginal income tax rates
2. Eliminate the capital gains tax
3. Cut federal spending
