Zell Miller points this fact out prominently in his book, the bit about the population shifts and the census causing changes in the electoral votes.
But one does have to wonder at what point it becomes bad for all the leftists to leave NE and the coast.
Take GA for instance. Atlanta isn't the conservative bastion the rest of the state is. Not that its as bad as say Detroit.....
