It's been made clear that Clear Channel et. al. are responding to increased government surveillance which will lead to monetary fines and perhaps jail time for breaking "decency" laws.

Those "decency" laws have been on the books for a long time ... Stern choose to ignore them and now he is being called to the mat on them
