Indeed you did; that's The Free State Project, which includes a sizable number of interested FReepers.
The choice of which state to begin the effort in was made when 5000 members had pledged to make the move; which took about 2 years, but was growing exponentially and is now at around 5500. Once 20,000 total are on board, the group migration will begin, though some pioneers have already relocated.
There's an archive of FSP-related articles that can be followed with the FReep keyword search tag FSP, and I maintain a FSP-related FReeper *ping list,* the *porcupine list,* named for the FSP porcupine logo/mascot.

The bulk of the FSPers won't be arriving until 20K are on board; the numbers have reached a bit over a forth of that amount [despite a prediction to me a couple of years back that no more than a few hundred would commit themselves.] The number joining on at present is around 50/week; not surprisingly it drops considerably over the winter months, then spikes upward with each bit of FSP publicity that attracts those interested. On the other hand, the numbers jumped from 4K to 5K in 10 weeks between June/03 and Aug/03. It varies....
