It is Mihai Pacepa. Guy is fairytaller. I remember his previous piece about WMD of Saddam.

Saddam had such a procedure in place; Romanian dictator Nicolae Ceausescu "told me so," Pacepa says, and so did Primakov, who "in the late 1970's…ran Saddam's weapons programs." There is a problem with this assertion, because Saddam did not officially come to power until July of 1979, and Ceausescu certainly was not chatting up Pacepa after the latter's 1978 defection. However, Saddam was the power behind the throne of his cousin General Ahmad Hassan al-Bakr, who assumed control of Iraq in a 1968 coup d'etat, so it all may be true at least de facto, if not de jure. But Pacepa needs to explain just how this part of the story works to have real credibility.

You see same thing again in this article.

"...The KGB organized a vitriolic conference in Stockholm to condemn America's aggression, on March 8, 1965, as the first American troops arrived in south Vietnam. On Andropov's orders, one of the KGB's paid agents, Romesh Chandra, the chairman of the KGB-financed World Peace Council, created the Stockholm Conference on Vietnam as a permanent international organization to aid or to conduct operations to help Americans dodge the draft or defect, to demoralize its army with anti-American propaganda, to conduct protests, demonstrations, and boycotts, and to sanction anyone connected with the war. ..."

According of Andropov biography he was appointed as Head of KGB in 1967 so he cann't give no orders to KGB in 1965. SO either Andropov lied to Pacepa or Pacepa is fairytaller.

SImce like Pacepa likes to tell something "intruging and hot" without regards to real facts:)).

By saying the KGB organized the effort in 1965 and then saying under Andropov's orders doesn't connect him to being the head of the KGB. The writer never claimed that.

But I'd think that Andropov would be in the position of passing orders along since he was the head of the Department for Liaison with Socialist Countries (1957-1967).
