Here's the account according to the boy's parents: The 10-year-old made the remark to a male friend on school grounds. The friend then ran over and repeated it to the girl.According to my dictionary, "harassment" means to "annoy continually or chronically". Since what the boy said about the girl was, by the facts presented, a one-time only incident, I fail to see how he harassed the girl, either sexually or otherwise.
What I told the district when I complained about our run in was that sexual harassment had to have an element of power associated with it. You know the old have sex or lose job senerio. But the man I talked to said no what my son did was sexual harassment. He also told me that my son was the problem and he would continue to have problems at the new school. He has since been proven wrong but nothing was done about the femist vice principal.
