Hmmm so we can't use tax money to have someone study Theology, but if they wish to study homosexual and deviant erotica....we have to fund that? Go freaking figure... A State doesn't have to fund either thing. It can pick and choose which areas to give money to.

On paper you are right, they do have a right to do that, but in practice they don't. When you apply for state grants, or federal subsidized loans, you don't have to tell them what you are studying.
