As I understand it (and know ye that I am not a politician, nor do I play one on TV $;-), that this passing of cloture does prohibit a filibuster in that it limits debate to 30 hours maximum. As noted elsewhere on this thread, though, just because a policritter voted "AYE" for the cloture doesn't mean they'll vote "AYE" for the bill.
