NO, Dale Andrade - Ashes to Ashes provides information on Osborn. B.G. Burkett, Stolen Valor provides information on most of the others. I was at Holabird with the two I mentioned. This oversight correction is now on my posting - I sometimes forget that what I know should be identified further. Osborn testified before Congress a couple of times - Phoenix was an incentive for the Winter Soldier Investigation - but I can find no one yet who testified there. However, in 2001, on Meet the Press, Kerry once again named Phoenix specifically as an assassination program and said that soldiers testified to that effect 30 years ago.
