Are these dead divers, part of the group who wanted to learn to dive and didn't bother to learn to surface again.

Good question. Knowing his name might give us a hint. I suspect, however, that regardless of what he was doing, he either failed to equip himself properly and died of hypothermia or became disoriented and couldn't find his way up through the ice. But I like I said, the tide and currents in that area are extremely fast and difficult and he could have traveled a long way in a short amount of time.
