From what I can see it depends on the height of the detonation.
This page says that an air burst will send an EMP pulse out to the horizon. I'm not sure what a ground burst would do, but I imagine it would depend on the yield of the bomb.
Good information. They say that for a ground blast the effects fall off rapidly.
