I discussed this on the phone with the NEIN director and as I recall in the original report the Hudson diver had on a wet suit and a mask but was sans the belt and tanks. I compared this to the on-scene report at Dania Beach where that diver was found in similar circumstance.
I find it odd that they would be located floating on the surface with full scuba gear. I believe a weight belt and tanks are sufficient to keep a drowned diver down on the bottom. Except for the initial reports not much if anything has been said since, except for the sketch and description of the Hudson Diver.
The presence of Federal Agents is most telling that this is something more than just a couple of drowned divers over a thousand miles apart.

Just trying to get the facts straight.
However, if the diver passed out on ascent with a full or positively buoyant BCD, it would float him to the surface, belt and all.

Re- divers- it would be interesting to find out if the UK has reported similar incidents.
