The clues are in the fact that both the Hudson and Dania Beach dead divers were found without their tanks and gear or weight belts. Cause of death remains a mystery as is their reasons for diving where they were. No unattended boats or other means of private conveyance have been found.

However, I have come across information that US federal law enforcement has been checking dive shops around the country since to the capture of the former chief of al-Qaeda naval operations.

Is there any reason divers would not have tanks or weight belts? The only thing that occurs to me is that maybe they only needed to be in shallow waters to perform their tasks.
