He talks about the Muslim nation that sent us the legion of NY and Washington. I'm guessing he means Saudi Arabia, since most of the hijackers were from there, so that's probably part of the clue.

Interesting, the word "legion" always brings to my mind my early days in catechism class -- long ago. The word to me means "legion of devils".
