I am not sure, maybe every year China has this problem on the anniversary of the failed uprising.....but troops who are combat ready....and army, navy, air and missile forces to quell a rally!!!!
China Troops on High Alert in Fujian Province
Aim is to deal with any unrest that might result from a massive rally in Taiwan to mark 57th anniversary of failed uprising

HONG KONG - China has put all its troops in Fujian province opposite Taiwan on high alert, to deal with any emergency that might break out as a result of a million-strong demonstration on the island tomorrow.
Beijing fears the massive rally could turn ugly and lead to great social disturbance, even utter chaos. So it sounded a Level 2 alert, which, in China's three-grade system, means all troops are to be combat-ready.
All leave has been cancelled, and extra ammunition and provisions have been brought in for the army, navy, air and missile forces to be prepared to roll at a moment's notice.
The demonstration is being organised by former Taiwanese president Lee Teng-hui, ostensibly to mark the 57th anniversary of the failed Feb 28 uprising by native Taiwanese against the mainland Kuomintang regime in 1947.
