"The big question is, if people become convinced that it will bring to their states what happens in Massachusetts, we're in trouble. Suppose other liberal cities do this, like Ann Arbor, Mich. If a dozen cities do this, it would make people nervous without any real possibility for gain."
The intent to conspire for the purposes of incremental advancement of the homosexual penis into the rest of society was never made so clear.

[Quoting Barney Frank, in the article]
"If a dozen cities do this, it would make people nervous without any real possibility for gain." It would appear that it's okay with Barney that "it would make people nervous", if only the homosexual cause could gain.
They plan to throw the other shoe right after May 17. Dozens of gay lawyers will file suit all over the country in federal court, demanding that the other 49 states recognize the Massachusetts documents issued from May 17 as valid in their own states, thus using constitutional constraint to defeat the vast majority of the People in all 50 states by court fiat. This would have vast implications for the idea of democracy, and for America's credibility as an exponent of same.
