The only comment I can add is that the IRS is moving downtown into the old post office building in the next two-three years:

The only return on that comment is that in the case of large business (like the IRS) plans must be made years in advance. The land in question was not available until the local gov't in KC managed to remove the landowner. That happened yesterday.

They may still move to the old post office bldg. But don't be surprised to see some changes now that the land will be available.
