Budgetary concerns, transporting it, and the idea of streamlining the military into smaller and supposedly more easily deployable units.

They have that already...it's called The Marines
IMHO trying to turn the Army into smaller faster lighter is BIG mistake. Our job has always been to occupy large amounts of land and blow things up. You can't hold large chunks of land in enemy territory with a UAV!
And juggling the numbers to make Brigades look bigger than what they are (i.e. more but smaller battalions) won't solve the problems we currently face with regards to not enough troops for the deployments.
