Scares the bejeebers out o' me! The first problem is there should be no block grants to start with. The feds siphon off taxes via witholding(how many REALLY pay attention?) that the states know they couldn't get away with in direct taxes. Too close to home. Talk about your Austin tea party!
In any case, it's not a matter of winning the argument, these people aren't interested in facts or the truth of the matter. Honestly, I've even had people put their hands over their ears in mock(?) gesture of "I don't want to hear it". They're gettin something from uncle Sugar and that's all they care about. The Constitution and Bill of Rights has no meaning to these people.
The good news is, these aren't the people that swing elections. It's the middle-of-the-roaders that swing elections IMO, and for the most part they are open to suggestion. Freep on...

Agreed...but once you get Block Grants (Education, Environment, Arts, Energy, MediCare/Medicaid, Social Security...maybe?), you can propose a 5-year draw-down wherein States will need to reduce their take by 20% per annum...after 5 years, all States are self-supporting on the program that has been ERASED from the Federal Budget!!
It can't happen overnight, but it will happen eventually...MUD
