It isn't a theory. think about it. Why are Cheney's negatives so high? Because every lib blames the entire problems of the Bush administration on either Cheney or Rove. This implies Bush is just a puppet controlled by Cheney and Rove. That is simply not the case.

Moreover, the negatives are high on Cheney because people misunderstand his role in the administration. Cheney has brought together a very tough military team and defense department. he has assisted in holding the state department and their misguided principles in place.

Finally, Cheney's importance and his intelligence will come out in any VP debate. To write him off because "his negatives are too high" is simply benighted and shortsighted.

I won't question his intelligence but I do his judgement. There may be nothing wrong with doing it but I wonder what his thought process was when he went duck hunting with A. Scalia last month? It's about perceptions.
