The book reveals how one such unit, the secret Grey Fox, could turn on cell phones without the enemy knowing it, allowing the CIA Predator to use the phone signal for a missile strike.

This policy must have come after they had OBL in a Predators's sights...and couldn't get clearance to take the shot.

Someone with a better memory might chime in, but I vaguely remember an article posted a few days/weeks ago that talked about the terrorist instruction of removing batteries from their cell phones when they were done with a call. This made no sense to me then, but now I understand. The terrorists already know this is possible.
