Sacramento -- On a Friday night just two weeks into his administration, Gov. Arnold Schwarzenegger made a round of last-ditch phone calls to try to persuade Democratic lawmakers to vote for his first big budget proposal. As midnight approached, the lawmakers stopped returning his calls.
