CALIFORNIA CONSTITUTION
ARTICLE 5 EXECUTIVE

SECTION 1. The supreme executive power of this State is vested in the Governor. The Governor shall see that the law is faithfully executed.

Seems pretty clear to me.

Not so simple. Arnold can't arrest Lockyer, and Lockyer's refusal to enforce Prop 22 is not indictable. Arnold can't even fire Lockyer.

The answer is to recall the AG. It will tie up a lot of Democratic money that could be used elsewhere, like on a Senate or presidential campaign.
