Fence only provides obstacle. Will not destroy terror. The fence, if constructed properly -- tall enough and strong enough -- will prevent pieces of the crater from flying into Israel proper.

Well, of course. If you folks think you will "live in peace" without "terror" anytime within many hundreds of years you are mistaken. The "Palestinians" will hate you forever and ever, and if you are all dead your memory will be of dark forces, monsters, the devil's get. Or, Islam will be discredited, and your problems much reduced.
The fence and working on the money will work best of all your options. You will also have to deal with your sentimental humanists.
