I'd consider starting with a template. There are templates out there at VERY reasonable prices that simply look fantastic. You can start with one and then customize and tweak to make it your own. You'll wind up with something that looks like it cost thousands to build.

Anyway, another good site I can recommend (considering all the good stuff others have passed your way already) is
http://www.lynda.com/ . Check the section called "Inspiration." It's got a lot of good examples of varying styles you can adapt for whatever you may need.
I've been coding HTML for almost 10 years (started back when I got my first copy of Mosaic), so a lot of this stuff is second nature for me now. I code everything in vi.

I've seen many Web sites..that suck.
Some make me angry if they've got too many pop up ads. A couple month's ago Drudge was really bad about that. Now he's wittled it down to one.

I paid my way through my first two years of college designing websites with HTML, and if you have an specific questions you can FReepmail me.
A few considerations for every website is (1) amt. of host space (2) amt. of traffic, and whos probably going to see it (3) keep the size of pics and graphics to a minimum - can be done with photoshop, probably others.
IMHO it was always better to keep the background one flat HTML color or simple an fast loading graphic. Link "buttons" people like to click buttons more than "activcated" text for links.
My $0.02 off the top of my head.
