We control the legislative agenda. We are going to make him get his ass off the campaign trail this summer and fall and have to vote on the following: a constitutional amendment to prohibit gay marriage; making the tax cuts permanent; reduced CAFE standards; defense appropriations; new weapons systems; judicial appointments; and many more things he does not want to vote on. Either way he votes, he loses his base or alienates the middle of the American electorate. It's a lose-lose for Kerry, and there is nothing the RATS can do about it.
If he refuses to vote, his absenteeism and prevarication becomes a huge campaign issue for the GOP.
