Yep. A mother and father are also necessary, which is why strengthening marriage is necessary.
In order for the survival of the species, the natural order of femininity and masculinity must survive. They have rolls in the child's development for a reason. The children have to learn their function by example from their parents. With a mom and dad, a child gets a well balanced family education, and grows up to continue the process.
