I’d imagine we often cross the border, and the Pakistani government’s non-invitation is a non-issue.
If we Osama out of cave there, Pakistan can complain to the UN.

They aren't going to let us cross the border, and I don't believe they are doing the job. Almost all of the major captures in this war on terror have been compliments of Pakistan. And we definitely already have folks on that side of the border.
