Are the successive orbits of the atom arranged as neatly as the sentence I've quoted seems to indicate?

In a non-QM world, they would be; but Heisenberg precludes knowing the exact location and momentum of the electron similtaneously. Thus, in the QM view of the atomic structure, instead of electrons rigidly following planet-like orbits around the nucleus, you have fuzzy zones in which the electron lurks corresponding to the Bohr model energy levels, or orbitals.

But for purposes of understanding the ideas behind the Lyman Alpha Forest, the simplified Bohr model suffices, while avoiding the confusing details demanded by QM.

And, knowing how much you like QM, I'm sure you prefer it that way.
