As a Radiation Health Technician for the navy, I was on the fringe of Naval Nuclear Propulsion (they told me what to do), and I cant imagine a better organization to build a system such as this.

That was my first thought. The Navy has a long and sucessful record with nuclear powered vessels. Go with the experience.
