This isn't ust about condoms. Acording to the report, he allowed and abetted an adult to have sexual contact with a minor.

He claims he did not give his permission. But all across the nation, parents give both explicit and tacit permission all the time. They don't get prosecuted. The only way this makes any sense is if the cops have some further information that they aren't releasing, e.g., actual video of the father checking the guy's id and escorting the couple to a bedroom.
