Even the author is conceding that the troops were thrilled to see W, by cheering louder than in their practice.

I'm not sure what the author means about the troops being "encouraged to cheer." Troops are "encouraged" to cheer and chant and generally "sound off" almost every day they're in uniform. Could it be that this reporter doesn't really know anything about military culture? Nah!
