'Vote from the rooftop' - means your ballot-box vote ain't worth a plug nickel, so to voice your opinion, one sends a 'high velocity' message. The 2nd Amendment vote.

It means that if You're Not A Part Of The Solution, There's Good Money To Be Made In Prolonging The Problem.
