Another thought: instead of or in addition to government subsidized student loans why not offer tax breaks for educational expenses.

Education (or re-education) can be very expensive.

I beleive Bush proposed offering the unemployed $2K to help with retraining. A tax break may be more helpful.

Besides, who benefits from an educated population other than the student -- the governments because of higher or steady taxable income.
